This list is incomplete without mentioning Scholl.Scholl has budget foot creams which contains urea,panthenol and lanolin which are good for repairing cracked heels.

Another winner from Himalaya.This foot cream is for intensive moisturisation.It contains Sal Tree,Honey,Turmeric which all are anti-inflammatory and antispetic.

5)Oriflame Feet Up Advanced Cracked Heel Repairing Foot Cream
Oriflame foot creams were one of the first foot creams I tried.They are definitely good and heal cracked heels.It probably contains highest amount of urea(10%) which is good for severe cracked heels.
